Proposals above the ceiling frustrate procurement of the polyclinic in Ponta Grossa
Tender previously required elaboration of projects and construction of the unit; notice of results was published on this Saturday (16)

The bidding of the polyclinic in Ponta Grossa ended without hiring after the participating companies submitted proposals above the maximum value provided in the notice. The result was published by the City Hall in the Official Gazette of the Municipality on Friday (16).
The Electronic Competition No. 012/2026 aimed at hiring an engineering company specialized in developing executive projects and fully carry out the construction of a Specialized Attention Unit, identified in the document as a polyclinic.

According to the notice, signed by the municipal secretary of Infrastructure, Luiz Henrique de Souza Honesko, the dispute was held on May 20, 2026. The result, dated October 15, informs that the tender was declared frustrated because the values presented by the interested bidders exceeded the established limit.
Proposals exceeded the budget
The justification presented in the document is financial: the proposals received were above the ceiling of the notice. Thus, the procedure did not result in the hiring of a company to develop the projects and execute the work. The notice does not detail how many companies participated in the competition, what were the prices offered or the maximum amount admitted by the municipal administration.
The publication also does not show the difference between the budget planned and the values of the proposals. The hiring was part of the bidding process No. 159/2026. The object was to gather both the elaboration of the executive projects and the integral execution of the construction of the health unit.
The next steps have not been reported
The published result does not inform whether the City Hall will make a new competition, review the budget or promote changes in the conditions of the hiring. There is also no new forecast for the start of the work. These definitions are necessary to clarify how the municipality intends to continue the project after the closure of the dispute without hiring.
The document does not allow to establish what the impact of the result will be on the schedule of the polyclinic. The publication is limited to communicating the result of the competition and the justification for it to have been declared frustrated.
