Toffoli and Nunes Marques Lead Rejection in STF

New AtlasIntel/Estadão research exposes a scenario of deep mistrust towards the Supremo Tribunal Federal (STF). Ministers Dias Toffoli and Nunes Marques lead the individual rejection indexes, while the Court as a whole faces the disapproval of 61% of Brazilians. The survey, released recently, also reveals that 85.1% of respondents believe there is direct involvement of ministers in the Banco Master case.

Toffoli and Nunes Marques at the top of the rejection

Dias Toffoli records the highest individual rejection from the court, accumulating 79% of negative evaluation and only 5% of positive image. Nunes Marques appears with 63% negative and 12% positive rating. These figures place both as the ministers with the worst public perception at the moment, reflecting a significant wear of their images before society.

The rejection of Toffoli is particularly expressive, with almost eight out of ten Brazilians evaluating it negatively. Nunes Marques, although with minor rejection, still faces a disapproval of almost two-thirds of the population. The president of the court, Edson Fachin, is rejected by 54% and approved by 22%. The only member of the Supreme Court to close the survey with a positive image balance is the Minister Cármen Lúcia, who adds 47% of positive evaluation compared to 38% of rejection. Cármen Lúcia disregards the general standard, being the exception in a court marked by majority disapproval.

Minister André Mendonça, who is at the center of the clash with Moraes, is also rated positive by 47%, but his rejection rate is 48%. Mendonça practically divides public opinion, with a slight advantage for rejection, which puts him in a delicate position in the face of the internal conflicts of the Court.

According to the AtlasIntel/Estadão survey, 61% of Brazilians say they do not trust the ministers of the Court, while only 27.8% say they trust and 11.1% did not know how to respond. This global data reinforces the perception that the STF faces an unprecedented crisis of trust, with less than a third of the population depositing credence in the magistrates.

Case Banco Master and secrecy

According to the study, 85.1% of respondents believe that there is direct involvement of ministers of STF in the case of Banco Master, compared with only 4.4% who rule out this hypothesis. The overwhelming majority of the population suspects irregular conduct by magistrates, which further aggravates the image of the institution.

In addition, 64% of the population fully agrees that there is an excess of secrecy in the calculations, evaluating that the lack of transparency undermines trust in society. The perception of opacity in the processes involving the Banco Master feeds theories and mistrust, undermining the credibility of the Judiciary.

The combination of suspicions of involvement and lack of transparency creates an environment conducive to the delegitimization of STF decisions. The research does not detail what the evidence would be for these beliefs, but the popular sentiment is clear: the Court needs to be held to account more openly.
