TRE confirms Ruas' victory as Rio governor

The Regional Electoral Court of Rio de Janeiro (TRE-RJ) is expected to confirm on Saturday the victory of Ruas for the state government. The decision comes after the Superior Electoral Court (TSE) ruled to exclude the votes allocated to Garotinho, who had his candidacy registration denied. With the retooling, Ruas exceeds the 50% mark of valid votes and wins in the first round.

In the initial count, Ruas received 4,271,199 votes, equivalent to 49.27% of the valid ones. Paes received 3,706,984 votes, or 42.76% of the total. The difference between the two candidates exceeded 564,000 votes. As none of them reached half of the valid votes at that time, there was the prospect of a new round between the two most voted.

This possibility, however, was removed by the decision of TSE to exclude the 274,411 votes of Garotinho. With the change in the calculation base, Ruas gets 50.88% of the valid votes, while Paes gets 44.16%. The decision of TSE closes a legal dispute that has been dragging on since the election period. With the annulment of the votes of Garotinho, the calculation of the percentages will only consider the valid votes allocated to the other candidates. This changes the electoral quotient and, consequently, the definition of who achieves the absolute majority.

Impact on the Government Dispute

Confirmation by TRE-RJ on Saturday should officially close the election for governor of Rio de Janeiro. Streets, who already led the initial count, now exceeds the 50% barrier and guarantees victory without the need for a second round. Paes, who came in second, remains with 44.16% of the valid votes.

For voters, the definition brings clarity on who will occupy the Guanabara Palace for the next four years. The rectification does not change the number of votes received by each candidate, but rather the way in which those votes are counted for the purpose of majority. The TRE-RJ must proclaim the official result after the trial session.

After the confirmation of the victory, Ruas is expected to be graduated by TRE-RJ and take possession on January 1. The ceremony is expected to take place without major setbacks, since the decision of the TSE has already pacified the legal issue. The transition team should be announced in the coming days.
