TSE sets election time for Lula and Flávio in second round
The TSE approved on Tuesday (6) the media plan for the free election time in the second round of the 2026 elections. Lula and Flávio Bolsonaro will have equal time for advertising on TV and insertions. The broadcast starts on Friday (9) and goes until October 23.

The Supreme Electoral Court (TSE) approved on Tuesday (6) the free electoral time media plan for the office of President of the Republic in the second round of the 2026 elections. President Luiz Inácio Lula da Silva (PT) and Senator Flávio Bolsonaro (PL) will have equal times of propaganda on radio and television. The decision was reported by the president of TSE, Nunes Marques, and approved unanimously by the plenary.
The propaganda will be shown between this Friday (9) and October 23. With the definition, radio and television stations across the country, including community radio and subscription channels, should reserve 10 minutes daily from Monday to Saturday, in each block, for free electoral propaganda on the network.
Equal division of propaganda time
In addition to the networked blocks, broadcasters need to reserve 25 minutes daily from Monday to Sunday for election propaganda for insertions. The transmission will begin with the most voted candidate in the first round, with alternation of the order to each program in block or insertion. Flavio was ahead with 47.03% (56.104,503 votes), while Lula had 45.16% (53.879,538 votes).
The PL and the Coalition Brazil Pronto Para Mais will each have five minutes for network advertising. For ads by insertions, the party and the coalition will have 12 minutes and 30 seconds each. Equal time is provided for in the electoral legislation for the second round, ensuring balance between the candidates.
Operation of network transmission
According to the Court, the pool of broadcasters installed on TSE remains responsible for receiving the media and transmitting electoral propaganda to the President of the Republic. This centralized system ensures that the content is distributed uniformly to all the broadcasters in the country, avoiding failures or delays in the transmission.
Community radio stations and subscription channels are also required to broadcast advertising, as determined by the TSE. The measure broadens the reach of candidates’ messages, especially in regions where the open TV signal is limited. The network advertising will be displayed at defined times, respecting the normal programming of the broadcasters.
Impact for the electorate
Free electoral time is one of the main instruments of communication of candidates with the electorate, especially for those who do not have access to the internet or other sources of information. At the same time, Lula and Flavio will have the same opportunities to present proposals and rebut criticism on radio and TV.
Advertisement in insertions, distributed throughout the programming, allows messages to reach different audiences at varying times. Networked blocks concentrate the proposals in a specific period, usually in the early evening, when the audience is larger. The electorate must be attentive to the dates and times to follow the proposals of the candidates.
Next steps of the campaign
With the approval of the media plan, the campaigns of Lula and Flavio should intensify the production of materials for electoral time. The expectation is that the programs address issues such as economy, health, education and public safety, as well as responses to attacks from the adversary. The second round is scheduled for October 26.
The TSE will continue to monitor compliance with the rules by broadcasters and campaigns. Complaints of irregularities may be made by any citizen through the official channels of the Court. Transparency and equality of conditions are fundamental to the legitimacy of the electoral process.
