More than 33.4 million voters failed to go to the polls on Sunday, representing an abstention of 21.08%, the highest recorded in a first round of general elections in the country since 1998, when the Justiça Eleitoral registered the percentage of 21.5%. With a second round confirmed for October 25, this percentage may change.

According to the Superior Electoral Court (TSE), each voting round is an independent election. And voters who did not vote in the first round will normally be able to vote in the second, as long as they are with the regular title.

However, voters who did not go to the polls in the first round and did not justify the absence by e-title, are still required to regularize the electoral situation, even if they vote in the second round.

The deadline is until December 3rd and the justification can be presented by the self-service service of the TSE website or in an electoral register, with mandatory presentation of a document that proves the reason, such as a medical certificate or air ticket.

Voters traveling abroad have up to 30 days after returning to Brazil to present the justification. If you live in another country and vote in an electoral zone abroad, you only need to justify absence in presidential elections.

If it does not justify within the deadline, in addition to regularizing the situation, the voter will also have to pay a fine of R $ 3.51 per shift. The amount can be paid by self-service on the TSE website, by the e-Title application or in the electoral register, through the Union Collection Guide (GRU), the Pix or credit card.

Until the discharge of the pending period, the elector will remain with the electoral title in an irregular situation and prevented from issuing or renewing identity cards and passports, taking possession in public tenders or renewing registration in public educational institutions, receiving salaries or proceeds in public employments.

The electoral title is cancelled in case of absence without justification and regularization in consecutive turns.
