The federal deputy Aliel Machado (PV-PR), of Ponta Grossa, celebrated the approval of the end of the 6x1 scale by the Federal Senate. The parliamentarian was one of the deputies who voted in favor of PEC 221/2019 during the analysis of the proposal in the Chamber of Deputies, in May of this year.

The proposal was approved by the Senate on Wednesday, in two rounds, by 75 votes in favor and only one against, and now goes for promulgation. The text establishes two days of paid rest per week, without salary reduction, and provides for the gradual reduction of the maximum working day.

Aliel voted yes to PEC 221/2019 on May 27, 2026, when the matter was analyzed by the Chamber. Since then, the deputy has been advocating the definitive approval of the change in Congress.

For the parliamentary state of Ponta Grossa, the approval represents an important change in the routine of millions of Brazilian workers. Those who work also need time to live, rest and be with the family,” said Aliel.

Aliel also advocates attention to small businessmen

Despite supporting the end of the 6x1 scale, Aliel points out that the change needs to consider the impacts on microentrepreneurs, microenterprises and small businesses.

Compensation and transition mechanisms will be important for small businesses to be able to adapt to the new model without compromising jobs. “I believe that the worker needs to have more time to rest, to be with the family and to take care of his own life. But I also understand that we need to look at who creates jobs. The small and the micro-entrepreneur must be able to make this transition,” he said.

Aliel also argues that international experiences indicate that more balanced journeys can bring positive reflections on productivity, health and economy.

What changes with the end of the 6x1 scale

The end of the 6x1 scale changes the constitutional rules on working hours and weekly rest.

The approved text provides for the passage to a working day of five working days and two days of paid rest, without reduction in salary.

The maximum weekly working time, currently 44 hours, will be reduced initially to 42 hours and will subsequently reach 40 hours per week, according to the transition period provided for in the proposal.

In practice, the change extends the rest period throughout the year and seeks to create a more balanced relationship between work, personal life and family life.

The Senate has concluded the PEC vote

The Senate approved PEC 221/2019 in the first and second rounds on Wednesday night. There were 75 votes in favour, one against and 77 senators present in each vote.

With the completion of the procedure in the Congresso Nacional, the proposal now follows for promulgation in session of the Congress, a step that will formalize the amendment of the Constitution.

For Aliel, the closure of the vote represents an achievement for workers, but also opens a new stage of adaptation for companies and employers. “We cannot make an important change for the worker by ignoring who is on the other side generating employment,” he added.
