Camaras of Arapoti approve partnership with ACISA for promotional campaigns
Law Project was approved unanimously on Tuesday (3) and authorizes Arapoti Municipality to support actions to encourage purchases in the city, stimulate fiscal invoice issuance and increase revenue.
The Câmara Municipal de Arapoti unanimously approved, on Tuesday (3), the Draft Ordinary Law No. 2821/2026, which authorizes the Executive Power to enter into partnership with the Commercial, Industrial and Services Association of Arapoti (ACISA) for the realization of promotional campaigns with prize draws.
The proposal aims to encourage local trade, stimulate the issuance of tax documents and increase the collection of taxes of competence of the Municipality. By the text approved, the partnership will be signed with ACISA. The terms of the agreement shall specifically detail the obligations and duties of each party.
The campaigns must follow Federal Law No. 5.768/1971, which deals with the free distribution of prizes by drawing lots, and it is up to ACISA to obtain prior authorization from the competent federal body before the disclosure and realization. The distribution of medicines, weapons and ammunition, explosives, fireworks or stampede, alcoholic beverages, smoke and its derivatives as prizes is also prohibited.
Each campaign will be governed by its own regulations, widely disseminated and in accordance with the Consumer Protection Code. The regulation should provide, at a minimum, the period of participation, the conditions for consumers and companies, the form of distribution of coupons linked to the issuance of a tax document, the description, amount and value of the prizes, the date, place and form of the draws, the form and deadline for delivery of the prizes, in addition to the penalties for companies that violate the rules, including fines and exclusion.
The draws will be public, with wide prior disclosure, and may be accompanied by a representative appointed by the Executive Power.
The expenses arising from the law will be borne by own budgetary appropriations, supplemented if necessary, in compliance with article 26 of the Federal Supplementary Law No. 101/2000, the Tax Responsibility Law. The Executive Power may regulate the law by decree.
Justification
In justification, Mayor Irani Barros points out that trade, industry and service provision are responsible for much of the jobs and income generated in Arapoti. The campaigns are pointed out as an instrument to stimulate consumption in the establishments of the municipality itself, avoiding that the local income is spent in neighboring cities or in purchases by internet.
Another highlight is the incentive for the consumer to require the invoice, since the issuance of the document will be a condition to participate in the draws. With this, the expectation is to reduce informality, expand the base of calculation of the ICMS, whose share returns to the municipality by the share and the ISSQN.
