The Court of Justice of the Paraná (TJPR) instituted a protocol to prevent and address the impacts of severe weather events on the Judiciary units. The measure provides for actions to protect people, facilities, equipment and documents, as well as to ensure the continuity of judicial and administrative services.

Judicial Decree No. 561/2026, signed by the president of TJPR, the judge Lidia Maejima, was published in the Gazette of Justice on Tuesday (13). The text establishes procedures for prevention, preparation, response and recovery in situations that may affect forums and other facilities of the Justice of Paraná.

Alerts and emergency care

The protocol allows declaring a state of institutional climate alert when information from Defesa Civil, Simepar or other official bodies indicates a relevant risk to Judiciary units.

Alerts should be communicated immediately to the boards and to the potentially affected units, allowing preventive measures to be taken. This warning is of an administrative nature and does not amount to a declaration of an emergency or public calamity.

Linked to the General Secretariat, the Emergency Response Center will have the responsibility to gather information on occurrences, communicate risks, guide the units and forward demands to the responsible areas. The plant will operate within the existing structure, with scale reinforcement during the alert state.

Protection of equipment and documents

The decree determines the prior planning of the materials and services necessary to reduce the effects of weather events. Among the measures are the formation of minimum stocks, the collection of available contracts and the definition of those responsible for acting in emergencies.

The attached manual relates materials such as plastic tarpaulins, 200 liter bags, organizing boxes, tape and first aid items. The purpose includes protecting equipment, furniture and files in situations of infiltration or flooding.

The answer will be priority.

Administrative procedures and arrangements for dealing with climatic emergencies will have the highest priority of processing. The text also establishes procedures for emergency acquisitions and contracts, respecting legal requirements. The units should participate in trainings and perform at least one simulated exercise per year, preferably before the period of highest incidence of these events.

After an occurrence requiring the application of the protocol, the areas involved will have 30 days to record the damage, the measures adopted and the opportunities for improvement.

The decree came into force on the date of publication and covers the units of the state judiciary, including those of Ponta Grossa and Campos Gerais. The publication does not report specific damages in forums in the region nor announces suspension of visits.
