Project from the Municipality is on the agenda for this Wednesday (7), in second discussion; Executive states that change does not increase expenses

The Chamber of Ponta Grossa has on the agenda this Wednesday (7) the vote, in second discussion and in an urgent regime, of the Bill No. 336/2026. Submitted by the City Council, the proposal transfers the public employment of the foundational attorney of the Social Assistance Foundation of Ponta Grossa (FASPG) to the municipal administration, with the name of municipal attorney.

The voting is scheduled to take place on the agenda of the ordinary session. The document establishes the stage of discussion, but does not inform the result of the deliberation.
The City justifies reorganisation.
In the message sent to the councilors, prefeita Elizabeth Schmidt states that the change seeks to formally adapt the staff and integrate the vacancy into the structure of the Attorney General of the Municipality (PGM).
According to the Executive, the prosecutor who was crowded in the Foundation has already been transferred to the direct administration and has rights, prerogatives and remuneration regime equivalent to those of the municipal prosecutors. Therefore, the City Hall considers it unnecessary to maintain a specific position of founding attorney and points to the possibility of overlap of attributions.
The justification also informs that the relocation does not entail increased expenses for the Municipality. According to the message, the measure is intended to support the control and supervision activities under PGM’s responsibility.
What the project provides
The text establishes that the transferred employment shall become part of the higher-level staff with a career of the municipal administration, preserving the existing advantages applicable to the other employees of the Municipality. The proposed table now indicates 21 municipal prosecutor positions, with a base salary of R$ 4,936.77. The document provides for 20, 25 or 30 hours per week, according to specific legislation.
The project also removes the employment of a founding attorney from the framework provided for in Law No. 14.648/2023 and proposes the repeal of Law No. 8.432/2005. The forwarded drafting establishes validity from 1 September 2026.
Committees gave a favourable opinion
The proposal received a favourable opinion from the Finance, Budget and Supervision Committee, with a report from Councillor Paulo Balansin, on September 23. The Commission on Works, Public Services, Transit, Transport, Urban Mobility and Accessibility also expressed its approval. The opinion, reported by Councillor Professor Careca, was issued on 17 September.
The documents presented deal with the restructuring of an existing vacancy and its adequacy in municipal legislation.
