New law prohibits live animals as prizes and gifts at events in Paraná
Rule applies to public and private events and provides administrative and criminal penalties; in case of recurrence, administrative penalties will be doubled

A new law has now banned, throughout the Paraná, the distribution of live animals as gifts, prizes, promotions or draws. The measure is provided for in State Law No. 23.448/2026, promulgated on September 9, and already in force.
The text determines that no living animal may be delivered to the public as a form of award or promotion in public, private or similar events held in the State. The prohibition makes no distinction between species and uses the expression “any living animal”.
What happens to be banned
With the new legislation, the use of live animals in actions such as sweepstakes, commercial promotions, gifts and other forms of prizes held during events at Paraná is prohibited. The law also establishes that natural or legal persons who fail to comply with the determination will be subject to the appropriate criminal and administrative sanctions.

The amount of any administrative fines must be defined by the state body responsible for supervision, respecting the criteria provided for in the legislation. One of the highlights is the punishment for repeat offenses. According to the norm, administrative penalties will be applied in double in case of recidivism.
The law is already in force
The legislation itself determines that the rule enters into force on the date of its publication. The text also allows the Executive Power to regulate the provisions of the law, if it is necessary to establish additional procedures for its application and supervision.
Law No. 23,448 originates from Bill No. 747/2024, authored by state deputy Alexandre Amaro. The text was approved by the Legislative Assembly of Paraná and promulgated by the President of the House, MEP Alexandre Curi.
In practice, the change affects organizers of parties, fairs, promotions and other events that eventually use animals as a way to attract participants or reward the public.
