Health Conference Proposes Municipal Hospital to Alleviate UPAs in Ponta Grossa
Proposal Seeks City Management and State Support to Attend Cases of Low and Medium Complexity and Reduce Queues for Surgeries and Admissions

The opening of a municipal hospital in Ponta Grossa is among the proposals recorded in the final report of the 13th Municipal Health Conference, published in the Official Gazette on Friday (9). The document advocates an articulation between the City Hall and the Government of Paraná to structure the service and extend hospital care to the population.
The proposal provides for low and medium complexity care, with the aim of reducing the queues for elective surgeries and hospitalizations, as well as defusing the Pronto Atendimento Units (UPAs) and the high complexity hospitals of the region.
The register integrates the proposals approved at the conference, held on June 27, 2026.
Municipal management and state support
According to the report, the municipality would assume direct management of the hospital and a budgetary consideration to maintain the service. The State would be responsible for co-financing and permanent technical support.
The proposed articulation covers the opening, structuring, management and full functioning of the Municipal Hospital of Ponta Grossa. The purpose presented is to decentralize hospital care and expand the network's service capacity.
The item, however, does not identify which property or structure would receive the service. It also does not inform the amount of beds, the specialties available, the necessary investment or a schedule of execution. It is not clear whether the initiative would involve an existing unit or a new structure.
The document also proposes reinforcement in the teams
The proposal of the hospital appears in the axis “Model of care and management, integrated territories and integral care”. In the same set of deliberations, the report includes the holding of public tenders to expand multi-professional and administrative teams of municipal health.
The document also proposes to expand care in the basic units of rural areas, with more professionals and days of medical consultations, dental care and vaccination, according to demand.
Other measures recorded include improvements in the physical structure and equipment of health services, sanitary transport for users of rural areas without collective transport and training of professionals.
Implementation still depends on definition
The report formalizes the proposal discussed at the conference, but does not present confirmation of an agreement between the City and the State Government to put the hospital into operation.

The definition of the structure, costs and responsibilities of each entity remains a point to be clarified. Until this information is presented, the opening of the municipal hospital should be treated as a proposal to organize the health network of Ponta Grossa.
