Alep approves Mabel Canto's bill against domestic violence
Mabel Canto's supported bill guarantees school enrollment for children of domestic violence victims in Paraná. Text goes to sanction.

The Legislative Assembly of Paraná (Aleppo) approved, on Wednesday (4), in a second discussion, a bill that guarantees enrolment and school transfer for children of women victims of domestic or family violence. The proposal, co-authored by Mabel Canto (PP), a representative of Ponta Grossa and Campos Gerais, is still pending sanction.
Bill 130/2018 aims to prevent children and adolescents from having their studies interrupted when their mothers need to leave their residence and move to the municipality to escape situations of violence.
With the measure, students will be able to be enrolled or transferred to state public institutions in any Paraná city, allowing them to continue attending school even in the face of emergency changes in the family routine.
Mabel Canto highlights protection for women and children
Mabel Canto, who has the defense of women’s rights among her main parliamentary flags, stressed the importance of the initiative to ensure security and opportunities for families facing domestic violence.
“To protect is also to guarantee rights and opportunities to start over,” she said.
The proposal contemplates cases of physical, psychological, sexual, patrimonial or moral violence, recognizing that the need for change of address can directly affect the education and development of children and adolescents.
Registration can be carried out with a bulletin of occurrence
According to the approved text, to request enrolment or school transfer, it will be necessary to present the report of occurrence that formalized the report of violence, in addition to the documents usually required by the educational institution.
Schools will not be able to require additional documentation to prove the situation of domestic violence, a measure that seeks to facilitate the access of students to the state public network.
Another determination is that the institution responsible for receiving the student must communicate the situation to the Guardianship Council of the municipality. The purpose is to enable the family to follow up on the new address and the procedures related to the complaint.
Project expands rights provided for in the State Code of Women
The project also establishes the inclusion of these guarantees in the State Code of Paranaense Women, instituted by Law no. 21.926/2024, strengthening the legal mechanisms for the protection of women and their dependents.
The initiative considers that, in addition to the emotional and social impacts, domestic violence often causes sudden changes in the lives of families, including the need to leave their own homes and seek shelter in another city.
With the approval of the proposal, the intention is to ensure that the process of protection and resumption of victims does not represent the loss of access to education for their children.
The bill still depends on sanction to become law.
