The Parliamentary Committee of Inquiry (CPI) of Outsourcing of Câmara Municipal de Ponta Grossa (CMPG) held, on Thursday (22), another round of hearings to investigate possible irregularities in the outsourcing contracts of food and cleaning services of municipal schools. This time, the snacks Andressa Michele Pieckhardt and Tânia Aparecida Lazzaretti were heard, who reported difficulties faced after the implementation of outsourced services in the municipal education network.

During the testimonies, the maids were asked about the changes in the activities of the kitchens, the amount of professionals available, the quality of the food provided, the supervision of the services and the working conditions. Among the main problems pointed out are the lack of training of the outsourced employees, the overload of the contested servers and possible failures in the storage and transport of food.

Changes in Kitchen Routine

According to Tânia, the outsourcing significantly modified the routine of the tendered snacks, which also assumed the responsibility of guiding professionals hired by the companies. The server reported that, in some situations, the workers arrive at the units without basic knowledge to perform the activities.

Andressa also reported difficulties related to the lack of professionals and the constant replacement of outsourced employees. According to her, the situation has already made her need to work alone for several days, counting, on some occasions, with the help of professionals from other functions.

The testimonials were also asked about the organization of the teams, the control of schedules and the supervision of activities. According to reports, some of these responsibilities continue to be performed by municipal servants and by the directions of school units.

Food quality and monitoring

Another point addressed by the ICC was the quality of the products delivered to schools. Tania reported situations involving food in inadequate conditions, divergences between the products received and the information of the delivery notes, in addition to problems in the transport of meat and other items that need refrigeration.

The snacker cited the receipt of cassava with stewed packaging and stated that the product was refused and the situation communicated to the Municipal Secretariat of Education (SME). Tania also reported problems with the quality of the meats, including deliveries made, according to her, without adequate temperature conditions.

The servers stated that they record the irregularities by means of photographs and communicate the problems to the SME. Andressa stressed, however, the concern that products refused in one unit could be forwarded and accepted in other schools.

The commission also questioned the frequency of follow-up of the nutritionists and the control of the stocks. The testimonies pointed to difficulties in the organization of deliveries and in the supervision of activities, in addition to changes in the monitoring routine after outsourcing.

Work overload and waste

During the auditions, reports were also presented on the accumulation of functions and the need for snacks to help with the cleaning of school units. According to Tânia, the lack of professionals for these activities has contributed to the overload of the servers.

Another problem mentioned was food waste. The snacker said that after the changes in the management of school feeding, part of the prepared and unconsumed food was discarded. Andressa, on the other hand, reported that she seeks to take advantage of the surplus fruits as a supplement to food the next day or to make them available to students, avoiding discarding them.

About the CPI

Established by means of Application No. 613/2026, the ICC of Outsourcing aims to investigate bidding processes, contracts, execution and supervision of outsourcing food, cleaning and conservation services of Ponta Grossa municipal schools.

The committee is chaired by the Councillor Nurse Marisleidy (Democrat), has as rapporteur the Councillor Ede Pimentel (PDT) and counts with the Councilors Geraldo Stocco (PV), Leo Pharmaceutico (União Brasil) and Florenal (Podemos) as members.

The investigations also seek to verify if the number of professionals available corresponds to the stipulated in the contracts, in addition to ascertaining possible irregularities, failures in the supervision and transfer of responsibilities to municipal servants.
