The public health of Ponta Grossa recorded 944 occurrences of absences and medical certificates among nursing professionals in a 60-day period. The data were presented during the meeting of the Municipal Health Council, held on October 6, and appear in the minutes published in the Official Journal of the Municipality on Thursday (22).

The survey, carried out by the Human Resources sector, considered a universe of 570 nursing professionals from the municipal network. According to the figures presented, the dismissals related to the certificates represented approximately 1,767 days of absence from work.

In addition, 1,398 declarations were registered, which, together, corresponded to about 4,812 hours of partial absences of the servers. The figures were presented by Dalise Christine Favareto during a discussion about the organization of the teams, the availability of professionals and the challenges faced by the public health network.

Lack of professionals can compromise attendance

During the meeting, Dalise explained that the survey was designed to subsidize, including, a response to the Public Ministry of Labour (MPT). The representative highlighted that the absence of professionals, even when justified by certificates or declarations, can compromise the availability of teams and hinder the proper functioning of health services.

According to the report recorded in the minutes, the Municipal Health Council receives complaints from residents about difficulties in attending to the units, including situations in which patients claim not to have been able to pass through the reception.

Dalise stressed that the discussion does not only involve the hiring of new servers, but also the need to manage the human resources available to ensure the continuity of services.

The representative acknowledged the importance of expanding the professional staff, but considered that filling new vacancies does not necessarily guarantee the full availability of workers throughout the day.

The city has 84 health teams.

Another point presented during the meeting was the difficulty of organizing the teams in front of the demands of the population. According to the minutes, the municipal network has 84 health teams and approximately 1,200 employees, considering the set of professionals mentioned in the discussion.

The management reported that it is carrying out a restructuring and reorganization of the services, seeking to identify measures to improve the distribution of workers and ensure the continuity of services.

During the debate, situations were also mentioned in which servants need to reduce the working day due to specific health conditions or the need to care for sick relatives.

Dalise stressed that these circumstances should be analyzed responsibly, respecting the individual rights of workers and considering the needs of the population.

Advisor alert to overload and exhaustion of workers

The discussion also addressed the conditions faced by professionals who remain active in health units. Counselor Jean Pierre de Lima advocated the provision of an additional nurse in each unit, with the aim of assisting in the coverage of absences caused by vacations and trainings.

He also warned of the risks of workload during server remanufacturing processes, especially when professionals are transferred to roles without the necessary training. According to the counselor, these situations can contribute to burnout and impair the organization of care.

Jean argued that the Municipal Health Council should monitor the restructuring process and the new contracts, considering the real conditions of functioning of the services.

The survey does not mean that 944 servers were missing.

Despite the significant number, it is important to note that the 944 records do not represent 944 different professionals who have stopped working. The survey counts occurrences of faults and certificates among the 570 professionals analyzed. Therefore, the same worker may have filed more than one record during the period.

In addition, the data presented do not differentiate how many absences were justified by medical issues and how many correspond to unjustified absences.

Medical certificates and other situations provided for in the legislation can guarantee legally justified removals. In this way, the numbers, in isolation, do not allow to conclude that there were irregularities or non-compliance of functional obligations by the servers.

Data were published in the Official Journal

The information is contained in the minutes of the 19th Ordinary Meeting of the Municipal Health Council, held on October 6, 2026 and published in the issue no 4.729 of the Official Electronic Journal of Ponta Grossa, this Thursday (22). The document records the concerns presented during the meeting and the intention of the municipal administration to reorganize services to improve the availability of professionals.

The minutes do not present an individualized analysis of the causes of the dismissals, nor do they quantify how many attendances were effectively impaired by the recorded absences.

The BnT Online sought the Prefeitura de Ponta Grossa to clarify the numbers presented, identify how many absences were justified and know if the removals impacted the care in the health units. Information was also requested on the measures taken to ensure the continuity of services. The space remains open for demonstration by the municipal administration.
