Organizations demand investigation into role in Ciro's barbecue
Organizations of control are requesting that Minister Flávio Dino investigate if names on paper found in Ciro Nogueira's barbecue are related to the Secret Budget. Cited deputies deny involvement.

A group of organizations that monitor Brazilian public accounts formalized on Tuesday a request for the minister of Supremo Tribunal Federal (STF) Flávio Dino to open an investigation to verify if the names found on a paper inside Senator Ciro Nogueira's barbecue (PP-PI) are related to the "Secret Budget". The request was forwarded by Transparency International - Brazil, Transparency International and Association Open Accounts.
During the 5th phase of the Operação Compliance Zero, the Federal Police found a list with "names" of deputies and likely "values" in a set of documents that was on the barbecue of the senator's house. The request was made to ministro Dino because it is responsible for the investigation that analyzes the poor applicability of parliamentary amendments.
Paper with names and values intrigues researchers
At the senator’s house in Brasilia, one employee said she was directed by Ciro to burn the documents found in the barbecue because they were old, “which was not done because of the absence of timely work by the domestic employee,” according to the PF. The Federal Police report has no information on when Ciro Nogueira would have instructed the employee to incinerate the papers.
Among the documents found, there is a paper that bears only first names in a list titled "Chamber", accompanied by numbers that, according to the PF, "probably" are "values". "It should be noted that next to each name there are numbers and then values (probably), which lacks clarification," the police team continued. Although the Federal Police do not state that there is a relationship between the names, the values and Senator Ciro Nogueira, the organizations understand that the information refers to the "distribution of values between parliamentarians and other people".
Organizations cite history of Eliana Nogueira
The request also recalls that the mother and deputy of the senator, Eliana Nogueira, "was also one of the largest beneficiaries of the 'Secret Budget', with R $ 400 million in nominations in the second half of 2021", during the period when the son was in charge of Casa Civil. "It is important to remember that the conclusion of informal and obscure agreements for the distribution of parliamentary amendments was declared incompatible with the Brazilian legal system by this Supreme Court," the statement said.
The entities request that the STF determine diligences to clarify the origin and meaning of the list, as well as to ascertain if there was an attempt to destroy evidence. The case is gaining relevance in the face of investigations into the Secret Budget, a scheme revealed in 2022 that distributed billions in amendments without transparency.
Members of Parliament deny involvement
In a note, the office of MP Arthur Lira (PP-AL) stated that the former speaker of the House "is unaware of the aforementioned notes and cannot respond to this record" found by PF. In a statement sent by the council, the current speaker, Hugo Motta (Republicans-PB), described it as "absurd" to make an association of his name "to any type of illicit based on an apocryphal paper", whose content and elaboration Motta says he does not know.
"I reaffirm: I do not know what it is and I repudiate any arguments in this regard. I trust the bodies responsible for the investigations, to which it is up to them to answer for the inquiries. We cannot allow untruths to multiply, particularly during the election period," Motta's statement said.
To G1, Elmar Nascimento (União Brasil-BA) said he repudiated "completely" any mention of his name, especially in an annotation that he classified as "apocryphal". He also stressed that he is not of the party of Ciro Nogueira and has never "done politics" with the senator of the PP. “We are living in a police moment, which is back to the political class. And that it should be back to the conduct of bad cops. I have never had any relationship that could imply that my name is in such a thing,” he said.
