Project proposes to relax fireworks law in Ponta Grossa
Proposal removes the term "noise" and the requirement of certification seal, but keeps the ban on sale of items with loud sound

A project in progress on Câmara Municipal proposes to make the fireworks law more flexible on Ponta Grossa. By vereador Pastor Ezequiel, Bill No. 285/2026 intends to remove the word “noise” from the prohibition text and eliminate the requirement for a certification seal for low-impact products. The restriction on the marketing of artifacts producing stamps would be maintained.

The proposal amends Lei Municipal No. 15.917, of 17 June 2026, and is included in the agenda for the first discussion of the ordinary session on Wednesday (7). The documents presented inform the forecast of the analysis, but do not confirm the result of the vote.
Prohibition would be concentrated on stamps
The main change is in the definition of the products whose sale is prohibited in the municipality. In the proposed wording, the restriction would come to specifically mention fireworks and any pyrotechnic artifacts that produce stampede. In justification, Pastor Ezequiel states that the word “noise” has a broad scope and can encompass virtually any pyrotechnic artifact, including products with reduced sound impact.
The MP cites low-intensity trachea and recreational bombs as examples of items that could be achieved by the term. In the author’s assessment, this scope extrapolates the purpose of restricting fires with high noise impact. The project also provides that the commercialization of fires and artifacts classified in Class D of Decree-Law No. 4.238/1942 remains permitted, provided that they do not produce stampede.
Design removes seal requirement
Another change is the withdrawal of the obligation to present the “low noise” seal, with certification issued by Inmetro or by the competent body. According to the justification of the councillor, until the presentation of the project there was no official certification of this nature for pyrotechnic products in the national market. Therefore, he argues that the requirement creates an obligation impossible to comply with for manufacturers and merchants.
The author maintains that the maintenance of this requirement could make it impossible to sell products permitted by the municipal legislation itself. With the withdrawal, the proposal seeks to facilitate the application of the standard and offer greater legal certainty to commercial activity.
Matter is on the agenda of the House
According to the agenda, the draft received an opinion on the admissibility of the Committee on Legislation, Justice and Drafting. It also has favorable opinions from the Finance, Public Works and Services and Agriculture committees. The proposed easing focuses on the marketing rules and criteria used to define the products allowed. The text expressly maintains the prohibition on the sale of artifacts that produce stamps.
If the proposal becomes law, the amendments will enter into force on the date of publication, as presented to the House.
