Rules for obtaining a CNH change again: understand everything that changed
Rules allow choosing between driving school and a professional authorized by Detran-PR; minimum practical load is two hours per category

Those wishing to take the CNH on the Paraná can take the practical classes at a motor school or hire a self-contained traffic instructor authorized by Detran-PR. The alternative is provided for in Resolution No. 1.020/2025 of the National Transit Council (Contran) and is regulated in the state by Ordinance No. 351/2026.
The possibility expands the options for applicants for the first qualification. To use the service, it is necessary to seek a professional authorized by the state body. The authorization is a requirement for the instructor to be able to act in this modality and follow the training of the future driver.
What is the minimum number of classes?
To obtain the first qualification in category A, intended for motorcycles, or B, for automobiles, the national standard establishes at least two hours of practical lessons. The period can be fulfilled on a continuous or fractional basis.
Those who want to take the two categories simultaneously need to take two hours in each. The mandatory minimum, however, does not represent a guarantee of approval: the preparation must consider the difficulties of the candidate and the skills evaluated in the driving test.
How does the autonomous instructor work?
The Detran-PR informs that the practical classes of the first permit can be done both in motor schools and with authorized autonomous instructors. Before hiring, the candidate must verify that the professional has the required authorization to work at Paraná.
The Contran resolution also allows to use in the classes a vehicle made available by the instructor or by the candidate. In both cases, the automobile or motorcycle must meet the requirements provided for in the regulation.
Theoretical course has free option
The candidate can complete the theoretical training free of charge through the official platform CNH of Brazil, according to information from the Ministry of Transport. There is also the possibility of choosing a car school for this stage.

The use of the digital platform does not eliminate the mandatory in-person procedures, such as biometric collection and medical examinations. The interested party must follow the guidelines of the Detran-PR to proceed with the process in the state.
Practical evidence is still mandatory
Once the minimum load has been met, classes must be registered in the National Register of Permits (Renach). This registration allows the candidate to advance to the management exam. The issuance of the Permit to Drive depends on the approval. Therefore, the number of classes required for preparation may exceed the minimum established, according to the learning needs of each person.
