State opens inquiry to investigate failures after teenager's murder in PG Cense

Procedure will investigate the conduct of officials and possible negligence in the case that occurred within the socio-educational unit in Ponta Grossa

The State Secretariat of Justice and Citizenship of Paraná (Seju) opened a syndication on the murder of a teenager in a socio-educational unit of Ponta Grossa. The administrative procedure should investigate the performance of servers during the episode and verify if there was any desidia, that is, possible negligence or lack of diligence in the fulfillment of functional duties.

The measure is contained in Resolution SEJU No. 57, of September 9, 2026, published in the Official Gazette of the State. The document aims to clarify the dynamics of the events and the functional conduct of the servers in the face of the murder that occurred inside the unit of Ponta Grossa.

Trio jury accused of attempted murder in PG stays for November

The official act does not name the victim or inform the date of the murder. However, public records of the murder at the Ponta Grossa Center for Socioeducation (Cense) refer to the murder of 16-year-old Kauã Eleuterio in January 2024. The Civil Police pointed out at the time that the teenager was the victim of an ambush prepared by other inmates.

Teenager was attacked inside the Cense

The case took place on the morning of January 4, 2024. Initially, the occurrence was treated as an assault involving inmates. Kauã suffered a stroke of strangulation, known as “killing a lion”, and was referred in a serious state to Hospital Bom Jesus. He died the next day, January 5. Investigations advanced in the following days and substantially modified the initial version of a simple fight.

According to the count conducted by the Adolescent Police Station and the Homicide Sector of the 13th Police Subdivision of Ponta Grossa, five inmates would have participated in the action. The Civil Police concluded that the murder had been previously arranged. According to delegate Luis Gustavo Timossi, responsible for the Homicide Sector at the time, those involved would have waited for a game of table tennis to execute the plan.

Blind spot of the cameras and more than 20 minutes of strangulation

The police investigation pointed to a particularly serious dynamic. Those involved would have chosen a blind spot from the unit’s security camera system. Kauã was taken under the table tennis table and kept under strangulation for more than 20 minutes.

According to the Civil Police, while the victim was strangled, others involved would have remained close to the doors and continued to play in order not to arouse the attention of socio-educational agents. The investigation concluded that there was previous planning for the crime.

The motivation pointed out by the delegate at the time would have been an internal disagreement among the adolescents.

Five people involved have been identified.

At the conclusion of the investigation, the Civil Police reported that five people were involved in the murder. According to the official version released by the corporation at that time, two of the involved had already completed 18 years, although they continued to comply with measures referring to criminal acts committed as adolescents.

They were indicted for murder qualified by ambush, cruel means and impossibility of defense of the victim, in addition to corruption of minors. As for the other adolescents, the investigation was referred to the Childhood and Youth Court for the analysis of criminal acts analogous to qualified homicide.

In April 2024, a hearing was held at the Ponta Grossa Forum to discuss the continuation of criminal accountability of adult defendants. The public sources consulted by BnT Online have not found conclusive and sufficiently reliable data on any final judgment or penalties applied subsequently to those involved.

Now, investigation targets server performance

The novelty of 2026 is that the Secretariat of Justice has also begun to investigate the administrative aspect of the occurrence. The resolution signed by the state secretary of Justice and Citizenship, Luis Guilherme de Castro, establishes that any dismissal of servants in the performance of their duties will be investigated.

The union may gather documents, collect testimonials, carry out proceedings and produce other evidence deemed necessary. The commission will be chaired by Fabricio Ferreira and will also have Willian Ryuichi Mikami and Gilmar Furman from Mendonça as members. At the end of the procedure, the group shall draw up a conclusive report and submit it to the competent authority.

The Official Gazette also mentions articles 291 and 292 of the Statute of Public Servants of Paraná. The legislation provides for different modalities of disciplinary punishment, which can vary according to the severity and the circumstances found. The opening of a syndication, however, does not mean that the servers are found guilty: the procedure must justly determine whether or not there has been a functional failure.
