Prefeitura de Ponta Grossa forwarded to Câmara Municipal the Draft Ordinary Law No. 356/2026, which proposes to institute the Municipal Council for the Promotion of Racial Equality (COMPIR). The matter was registered on Wednesday (21) and appears in the legislative system with the situation of "Entry", indicating that it is in the initial phase of processing.

Authored by the Executive Branch, the proposal aims to formally institute the council in the municipality, strengthening the participation of civil society in discussions and monitoring of public policies aimed at racial equality. The project is classified under the subject "Councils and Commissions" and is processed on an ordinary basis.

What will be the role of the Racial Equality Council?

The Municipal Council for the Promotion of Racial Equality is a space for social participation aimed at the debate of public policies related to the confrontation of racism, the appreciation of ethnic-racial diversity and the guarantee of rights.

The activities normally carried out by such councils include the monitoring of government initiatives, the submission of proposals and the participation in discussions on measures to combat discrimination.

The composition, the specific competences and the rules of operation provided for COMPIR should be verified in the full text of Bill No. 356/2026.

The presentation of the project takes place amid the organization of the IV Municipal Forum for the Promotion of Racial Equality of Ponta Grossa, scheduled for November 13, 2026, at the headquarters of the OAB, in the Oficinas neighborhood. According to information released by the City Hall, the meeting also provides for the election of non-governmental entities to join COMPIR.

In an official statement published in early October, the municipal secretary of Family and Social Development, Camila Calisto Sanches, highlighted the importance of the participation of the community in the construction and supervision of public policies related to racial equality.

The forum will take place from 13h to 17h30, in Rua Leopoldo Guimarães da Cunha, no 510. Registrations for listeners and voters are still open until October 30, through the form made available by the City Hall.

The project still needs to pass through the Chamber

In order to become law, Project No. 356/2026 must follow the steps of the municipal legislative process, including the analysis of the competent committees and the vote of the councilors. If it receives definitive approval and is sanctioned, the proposal may establish the legal structure of COMPIR in Ponta Grossa.
