Ponta Grossa may have 24 hours to inspect animal mistreatment

Reports of animal abuse in Ponta Grossa may have a maximum period of 24 hours for monitoring when there are indications of imminent risk to the life or integrity of the animal. The measure is foreseen in the Bill No. 071/2026, of the councilor Joce Canto, included in the agenda of the first discussion of Câmara Municipal on Monday (19).
The proposal establishes the Municipal Protocol of Rapid Response against Maltreatment of Animals. The objective is to establish procedures for receiving complaints, carrying out inspections and adopting protective measures. For the rest of the cases, the text provides for monitoring in up to 48 hours.
Channels to receive complaints
The project foresees that the Executive Branch will make official channels available for receiving complaints, including exclusive telephone and digital answering, by website and mobile application. The possibility of anonymous reporting is also provided, with preservation of the confidentiality of the complainant. In the justification, the author argues that accessible channels and defined deadlines can contribute to reduce the suffering of animals and give more agility to the calculation.
Fines and veterinary care
In case of ill-treatment, the proposal allows the application of an administrative fine, the precautionary withdrawal of the animal and the referral to shelter or veterinary care, following the procedures provided for in the text.
There may also be communication to the Public Prosecutor’s Office and to the specialized police station, where appropriate. The measures must be registered in writing, with a reasoned justification and guarantee of manifestation of the complainant.
The amounts of the fines will depend on municipal regulations and must consider the severity of the occurrence. The project provides for double collection in case of recurrence and triple when the mistreatment results in the death of the animal.
Monitoring reports
Another point is the quarterly publication of reports with the number of complaints received, the amount of occurrences monitored and the penalties applied. The intention is to allow the population to follow the results of the protocol.
