Project in Ponta Grossa aims to simplify population access to allowances and benefits

A bill aims to facilitate the access of the population of Ponta Grossa to the information necessary to request subscriptions and benefits offered by public bodies. By the authorship of the councilor Dr. Erick, the Bill no 244/2026 is included in the agenda of the Câmara Municipal this Wednesday (30), for analysis in second discussion.

The proposal establishes the Municipal Program for Guidance and Facilitation of Access to Subscription and Benefits Requests. The goal is to help residents identify what rights they can access, what documents they need to submit, and where they should forward their applications.

The text deals with the guidance on benefits already made available by the competent bodies. The initiative does not establish new payments nor does it define the amounts of allowances or aid.

Information on official channels and municipal services

In order to implement the program, the project provides that the Executive Branch will be able to produce physical or digital information materials, provide guidance through official channels of service and promote educational campaigns.

These materials may include a description of the benefits available, the criteria for identifying who is entitled, the documentation required, and the procedures for making the requests.

The proposal also mentions the dissemination in places of service to the public, especially in the Worker Agency, in the Social Assistance Reference Centers (CRAS) and in the City Hall. The Executive may establish partnerships with public bodies and entities that act in guiding citizens.

Lack of information can make requests difficult

In the justification, Dr. Erick argues that ignorance about the existence of benefits, the requirements required and the administrative procedures may prevent citizens from accessing available rights.

According to the document, this difficulty affects especially people in situations of social vulnerability. The use of printed materials, in addition to digital channels, also seeks to reach residents who face limitations in consulting information on the internet.

Among the objectives of the program are to broaden the dissemination of rights, reduce difficulties arising from lack of guidance and encourage transparency and efficiency in attendance.

Proposal is in process

The draft received an opinion on the admissibility of the Committee on Legislation, Justice and Drafting, with drafting amendment. It has also received favourable opinions from the Public Works and Services and Finance, Budget and Supervision committees.

The amendment provides that the Executive will promote the periodic updating of the information disclosed, to ensure that the population has access to correct and up-to-date data. The implementation of the actions should observe the administrative, financial and budgetary availability of the municipality. The text also provides for regulation by the Executive, as appropriate.
